GEO-INSTITUTE

Resolution 99-01

Endorsing the First Professional Degree Whereas, it is the Mission of the Geo-Institute to "...integrate the talents and perspectives of individual geo-professionals to:

  1. advance the state-of-the-art and state-of-the-practice of the geo-industry; and
  2. provide leadership on educational, professional, and public policy issues;" and
Whereas, the membership of the Geo-Institute includes civil engineers with advanced degrees in the specialty of geotechnical engineering; and

Whereas, for the past half-century, it has been often recognized that a Master's degree in the specialty of geotechnical engineering has been a prerequisite for the professional practice of geotechnical engineering; and

Whereas, the Geo-Institute recognizes that the civil engineering profession, of which geotechnical engineering is a subset, is undergoing significant, rapid, and revolutionary changes making post-baccalaureate education necessary for the practice of civil engineering at the professional level; and

Whereas, The Board of Direction of the American Society of Civil Engineers (ASCE) adopted ASCE Policy Statement 465, First Professional Degree, on October 17, 1998.

Therefore, be it Resolved that the Board of Governors of the Geo-Institute hereby endorses ASCE Policy Statement 465, First Professional Degree; and

Be it Further Resolved that the Geo-Institute hereby pledges to join ASCE in encouraging institutions of higher education, governmental units, employers of civil engineers, and other appropriate organizations to endorse, support, and promote the concept of mandatory post-baccalaureate education for the practice of civil engineering at the professional level.

Approved by the Geo-Institute Board of Governors this 6th day of April 1999.

Ronald E. Smith
