The general requirements should be expanded by the agency to include detailed requirements based on the agencies specifications and the specific project plans and specification requirements. This method is performed prior to the construction of the MSE wall. Preconstruction review involves the review of plans and specifications, site conditions relevant to construction requirements, material requirements, and construction sequences for the specific reinforcement system.

Accuracy and Precision

Berg et al. (2009) only summarizes the preconstruction requirements. The detail with which the steps are performed depends on the owner, engineer, and contractor. Preconstruction reviews can help to ensure accuracy and precision in later stages of construction.

Adequacy of Coverage

The general field inspection outline is a good summary of the general requirements to be followed during MSE system construction and during post construction monitoring.

Implementation Requirements

All items addressed should be accounted for in the construction process. Also, specific agency requirements may need to be addressed.
